You have to make a hole in the row of coconuts, either a firebomb or Bonus Bubble Coconut will do it.then you can get to the higher bubbles and; drop the lower rows.
If you get to On-Fire bombs, try boucing them off the right wall to clear a hole in top row of coconuts, then you are able to attack both the top & the bottom of the bubble pack.
